P+A has played key roles in advocating for new existing building codes and developing code solutions for difficult urban buildings. Our experience allows for effective reuse of underutilized or vacant structures, including designated historic buildings. Rob Pfaffmann has lectured statewide on the opportunities afforded by the rehab code process. In 1996, P+A developed a guide to vacant upper floor approvals for the Bureau of Building Inspection and Department of City Planning. P+A was a key consultant on the Downtown Partnership's Vacant Upper Floors Project, a ground-breaking pre-development guide to help downtown property owners realize the potential for residential conversion of empty or underutilized floors.
